Code enforcement practices and tactics can vary greatly depending on the municipality's desires and resources. Adopting a "solutions-oriented" approach helps code enforcement management and staff to focus on problem resolution, rather than employing punitive, judicial, or strict adherence to policy driven actions that may or may not actually solve the problem. The principles of solutions-oriented code enforcement lie in doing the next RIGHT thing, rather than the NEXT thing right, with the desired outcome being beneficial to all involved. The overview/summary class focuses on how to properly identify the real problem(s) and getting to the right solution without getting caught up in the superfluous.
Traditional code enforcement focuses on using a set of policies and procedures to resolve complaints. But how often do we consider the cause and effect of those complaints and evaluate our policies and procedures to ensure that they are equipping our staff to produce positive results for our community? This session focuses on developing an action-oriented approach that builds on your unique and pre-existing strengths and assets to make adjustments along the way and move toward measurable outcomes quickly. Strategy in our profession is not about identifying WHAT doesn’t work…it is about asking WHY something isn’t working and thinking differently to find the root causes. Learning in this class happens through specific focused activities that have us asking “appreciative questions”…questions that encourage us to think with imagination rather than limitation, questions that result in excitement and inspiration for what CAN be. Marvin Heemeyer was an automobile muffler repair shop owner who demolished numerous buildings with a modified bulldozer in Granby, Colorado. He had various grudges against Granby town officials, neighbors of his muffler shop, the local press and various other citizens of Granby. Over 18 months, Heemeyer secretly armored a bulldozer with layers of steel and concrete. On Friday, June 4, 2004, He used the bulldozer to demolish the Granby town hall, the house of a former mayor, and several other buildings.
